Describe how and where print quotas are created. Can print quotas be assigned by user, group, and/or computer and where and how is this done?

In Server Admin, you can setup a print queue under the Print Service option. Here you specify to share this print queue to IPP, AppleTalk, LPR (option: show name in Bonjour), SMB.

To enforce quotas, you must select Enforce quotas for this queue. This will make the queue enforce quotas as specified by WGM.

In WGM, you can specify a user to be allowed access to none, all queues, or specify access per queue.

Per queue, you can specify by Queue name, printer server, unlimited printer, limited to X pages every Y days

You cannot specify print quotas by group or computer.
